Goodfellow Chapel Protestant Worship Leader

This contract is a Firm-Fixed-Price agreement for the provision of Protestant Worship Coordinator services to support the Protestant faith community at Goodfellow Air Force Base, Texas. The work entails planning, leading, and conducting worship activities as detailed in the attached Statement of Work, with full compliance required for local installation policies, operational security protocols under DAFI 10-701, and personal identity verification procedures including Common Access Card (CAC) issuance and management. The contract has a base period of 12 months beginning August 3, 2026, and includes four optional one-year extension periods through August 2031, all under a single firm-fixed-price structure. Performance is to occur on-site at Goodfellow AFB, with acceptance taking place at the destination by the Government, and all invoicing must be processed electronically through the Wide Area WorkFlow system. The contracting officer is Ruben Reyes and the contracting officer’s representative is Vonda Johnston, who also serves as the primary point of contact for questions and WAWF coordination. The acquisition is a 100% Women-Owned Small Business set-aside under NAICS code 813110, with a small business size standard of $13 million in average annual receipts, requiring all offerors to be actively registered in SAM.gov and to self-certify their eligibility as a women-owned small business. Evaluation will follow a Lowest Price Technically Acceptable approach, where offers must first be deemed technically acceptable based on demonstrated capability and prior experience in chapel leadership roles, after which the lowest price will be selected. Offerors must submit a technical volume not exceeding five pages that includes a capability statement and service history, with all proposals due by 12:00 PM CDT on July 30, 2026. Additional requirements include adherence to cybersecurity standards under NIST SP 800-171, compliance with anti-trafficking and DEI discrimination prohibitions, and strict adherence to personnel substitution protocols requiring 14 days’ notice and COR approval. All contractor personnel must be registered in the Emergency Management Notification System, undergo background checks under DoDI 1402.05, and comply with all security prohibitions and representations outlined in the contract clauses, including those related to foreign influence, inverted corporations, and compensation of former DoD officials.
