Goodfellow Chapel Protestant Worship Leader

This contract is for the provision of Protestant Worship Coordinator services to support the Protestant faith community at Goodfellow Air Force Base, Texas, under a Firm-Fixed-Price arrangement. The work involves planning, conducting, and leading worship activities in full compliance with the detailed Statement of Work attached as Attachment 1, while adhering to all local installation policies, operational security requirements outlined in DAFI 10-701, and Department of Defense access protocols, including obtaining and maintaining a Common Access Card. The acquisition is structured as a 100% Women-Owned Small Business set-aside, with a small business size standard of $13 million in average annual receipts, and requires all offerors to maintain active registration in the System for Award Management (SAM) with a valid Unique Entity Identifier. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where offers must first meet all technical requirements—demonstrating proven experience in chapel or church leadership roles—as stipulated in the Statement of Work, before price is considered, with award going to the lowest-priced technically acceptable offer. The base period of performance is one year, beginning August 3, 2026, with four optional one-year extensions through August 2031, contingent upon government funding and performance. All contractual obligations are governed by a suite of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses addressing cybersecurity, identity verification, subcontracting restrictions, and national security prohibitions, including compliance with NIST SP 800-171 for safeguarding covered defense information and mandatory reporting of cyber incidents within 72 hours. Contractors must submit payment requests exclusively through the Wide Area WorkFlow system using the designated DoDAAC codes, with no alternative invoicing methods permitted. Personnel must undergo personal identity verification and background checks per DoDI 1402.05, obtain CAC access to the installation, and comply with emergency notification and substitution protocols requiring 14 days’ notice for any key personnel changes.
