AI Contract Overview
The contract is for the procurement of 14 electromagnetic relays with NSN 0001S00000052 under a total small business set-aside, solicited under SPE7M5-26-T-335P with a response deadline of July 30, 2026. Delivery is required within 412 days after receipt of order, with a firm delivery date of March 20, 2027, to Hill AFB, UT, under FOB Origin terms, meaning title and risk transfer at the supplier’s location. Government source inspection is mandatory at origin, and the contract includes a mandatory first article test requirement; if the first article test is not invoked, destination inspection becomes acceptable. The government will assess the cost of first article testing and include it in its evaluation of offers, precluding a Lowest Price Technically Acceptable award and implying a trade-off evaluation process. The item contains technical data subject to ITAR or EAR export controls, requiring prior authorization for any export or disclosure to foreign persons, and access is limited to contractors approved under the US/Canada Joint Certification Program who have completed mandatory DLA training and questionnaires. Packaging and marking must comply with MIL-STD-2073-1E, MIL-STD-129, IPC/JEDEC J-STD-609, and DLA’s RP001, including proper lead-free component identification and hazardous material labeling per OSHA’s Hazard Communication Standard. Invoicing is exclusively via Wide Area WorkFlow, and all payment and delivery documentation must be submitted electronically. Offerors must be certified small businesses and provide accurate representations regarding their size status and socioeconomic classifications, including UEI and CAGE codes if relevant. Cybersecurity requirements under NIST SP 800-171 apply, along with compliance for employment eligibility verification, trafficking in persons prevention, and hazardous material safety data submission. No contract value is specified as pricing data is omitted from the CLIN entries, though the first article test line item is noted to carry no separate charge if unpriced. All contract administration functions, including inspection, acceptance, and payment, are the responsibility of the government through the designated DoDAACs and Contracting Officer.
