The requirement is governed by several technical reference drawings and requires the contractor to deliver the item to DLA Distribution Warner Robins at Robins AFB, Georgia. The procurement is conducted under the First Destination Transportation program with FOB, inspection, and acceptance all occurring at the origin. A critical component of this award is the First Article Testing requirement, which mandates the delivery of two units for government testing within 180 calendar days of the contract date. Additionally, the government will not evaluate or award contracts to offerors using additive manufacturing processes. Technical data for this item is subject to ITAR or EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification and completed specific DLA training and questionnaires to access the data. The contractor must adhere to strict packaging and marking standards, including MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, while ensuring that commercial packaging and bulk packaging are avoided. Quality management systems must comply with SAE AS9003 or ISO 9001. Invoicing and payment must be processed electronically through the Wide Area Workflow system.
