Government-Owned, Contractor-Operated (GOCO) Fuel Services at NAWS China Lake, California

DLA Energy is soliciting proposals for a firm-fixed-price, non-personal Government-Owned, Contractor-Operated (GOCO) fuel services contract at Naval Air Weapons Station (NAWS) China Lake, California. This requirement is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The selected contractor will be responsible for the comprehensive management, operation, and maintenance of fuel facilities, including a 430,000-gallon aboveground storage tank system for F-24 jet fuel. Key duties include the receipt, storage, handling, and dispensing of government-owned fuel, as well as maintaining strict product quality, inventory accountability, and performing all levels of facility maintenance. The contract structure consists of a four-year base period from March 1, 2027, to February 28, 2031, with a five-year option period extending to February 29, 2036, and a possible six-month extension. Award will be based on a Lowest Price Technically Acceptable (LPTA) process, evaluating technical factors such as staffing, operations, maintenance, and contractor-furnished equipment on an acceptable or unacceptable basis, alongside a review of past performance. Contractors must adhere to strict quality assurance provisions, including the submission of a Quality Control Plan and compliance with API and MIL-STD standards. Proposals must be submitted in three volumes covering technical approach, past performance, and pricing, with a final response deadline of October 16, 2026.
