The U.S. General Services Administration, specifically the PBS R2 Office of Leasing, sought a stand-alone enclosed parking garage in the Borough of Manhattan to provide 70 to 75 secured self-park spaces. The facility was required to be for the sole use of the government, featuring a minimum clearance height of 14 feet and a sufficient turn radius to accommodate oversized, towed, and extra-long vehicles. The target location was delineated by West 59th Street to the north, 8th Avenue to the east, West 42nd Street to the south, and 12th Avenue to the west, with a required availability date of February 1, 2018. Under solicitation 6NY0623, the government exercised a modified five-year renewal option for 72 self-park spaces located at 792 10th Avenue, New York, NY, under lease JNY23517. This action was conducted as a non-competitive procurement, justifying the existing lessor as the only source capable of meeting the specific security and self-park requirements. The total aggregate contract value for the renewal term is 8,180,741.19 dollars, which resulted in a total savings of 1,078,681.95 dollars over six years compared to previous rental costs.
