Full Description

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-69094-R1C, pursuant to Section 1602 of the Fish and Game Code to Donald Gowan. The Project is limited to one (1) encroachment for installation, use and removal of a seasonal bridge crossing on the Navarro River. The bridge will consist of two pairs of 30-foot I-beams laid end-to-end over three log sills placed in the wetted channel in line with the flow of water and covered by a wooden bridge deck. The I-beams are supported by concrete blocks on the east bank, and abut to a ramp constructed of native gravel bar material on the west bank. Silt fencing or other appropriate measures shall be installed to prevent material used to construct the ramp from entering the stream. All components and materials are removed at the end of each season, with the exception of the concrete blocks. Heavy equipment may enter the wetted channel only during bridge installation and removal, and shall be limited to the minimum amount of time necessary to accomplish project work. Any equipment driven and/or operated within or adjacent to the stream channel shall be checked, maintained, and if necessary cleaned, to prevent introducing materials (such as sediment or petroleum products) that may be deleterious to aquatic life into the water. Heavy equipment shall be operated slowly while within the stream, to allow any fish present to move away from work being conducted.
