This announcement constitutes a Pre-Solicitation notice. This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this notice shall be voluntary.



This Presolicitation Notice is for Market Research purposes only. The information submitted in response to the Presolicitation Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this presolictation request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this request. This Notice is relative to the NAICS code 333120. The Small Business size standard for this NAICS code is 1250 employees. Large and Small Businesses are invited to answer this market survey to determine market capabilities. The 158th Fighter Wing is conducting market research to determine the existence of potential sources to purchase, install and supply training on a GPS managed UTV painting device:


• Painting device shall be semi-autonomous, without the use of stencils and allow for a limited operator engagement.


• Painting device is required to mount to an existing UTV Kubota RTV with power steering alternator and front hydraulics
• Device will be utilized for airfield painting with limited tolerances/paint deviations.
• If supply a solution that requires software or licensing provide terms.

The potential requirement will consist of the contractor providing and installing these items on a supplied UTV to the 158th FW.
This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 28 JUL 2026 @ 13:00 EST.

This requirement is currently unfunded, but is solicitated IAW 52.232-18 Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
