The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

Solicitation # N0038326QNB29
Solicitation N0038326QNB29, issued by NAVSUP Weapon Systems Support Philadelphia, is a total small business set-aside for the teardown, evaluation, repair, and modification of LC Processors (NSN 7B22-01-522-2097). The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. The contractor is responsible for providing all labor, facilities, and tooling to return units to a Ready For Issue condition, as the government will not provide manufacturing aids. Key technical requirements include the use of SAE-AS22759 series wire instead of MIL-W-81381 and compliance with MIL-STD-130 for markings and ISO 9001 or SAE AS9100 for quality management. The government will make a single award based on the most advantageous offer, prioritizing past performance over price. Award evaluation includes SPRS risk assessments for item, price, and supplier risk. Contractual terms include a one-year warranty after delivery, FOB Destination shipping, and a 90-day delivery window. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. All work must be performed at the identified facility, and any changes to repair manuals or sources require approval from the Procuring Contracting Officer. Packaging must adhere to MIL-STD-2073-1, and electronic invoicing is required via the Wide Area Workflow system.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Spirent Federal Systems, Inc., for two (2) each Spirent GSS900-21 - commercially available GNSS Simulator, with two (2) each SimGEN Operating Software for the simulator controller, two (2) each SIMSAAS Selective Availability/Anti-Spoofing simulation, eight (8) each SF1001-11 FPGA Auxiliary Output Chip(s), and GNSS standard commercial GNSS Software and Hardware manuals to add to an existing laboratory requirement. The current NRL system is composed of 2 Spirent systems and each is interfaced with a Panacea computer system which operates and analyzes results of the Spirent GPS system. The Panacea system was designed and developed to work specifically with Spirent GPS/GNSS hardware. The Panacea system must interface to the Spirent proprietary SimGen controller and software used in the existing NRL GPS system. The Spirent/Panacea GPSS system is duplicated at other DoD GPS test laboratories, and use of any other vendor's GPS/GNSS Simulators would cause a disruption in the sharing of critical GPS data information across the Department of Defense. It is a critical Government requirement that the NRL GPS lab remain functionally and operationally compatible with the other DoD GPS laboratories. Purchase of any other simulator would result in unacceptable delays to the Government; a temporary shutdown of the NRL GPS laboratory while a new system was developed; an inability of NRL's GPS laboratory to interface with other DoD GPS laboratories; and a significant cost increase that would not be recovered by competition. The North American Industry Classification System Code (NAICS) for this requirement is 334511 with the size standard of 500 employees. The Federal Supply Code (FSC) is 5998. Spirent Federal Systems, Inc. is the sole manufacturer of the commercial GPS simulators with no resellers. All responsible sources may submit a capability statement not later than 5 business days after publication of this notification, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. Responses received after 5 business days or without the required documentation will be determined non-responsive to this notice, and will not be considered. No reimbursement for any cost connected with providing capability information will be provided. The point of contact is: Eric Sogard, email: eric.sogard@nrlssc.navy.mil. Please reference this notice of intent number (N00173-17-SE02) on your correspondence and in the "Subject" line of your email. This notice will close on: September 15, 2017 at 14:00 (EST).
