Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a new Indefinite-Quantity Contract (IDIQ) under solicitation N00019-16-R-0078 to Orbital Sciences Corporation, Chandler, AZ for the inspection, investigation, identification of repair actions and the performance of maintenance and standard and non-standard repairs and testing necessary to return the GQM-163A targets, related support and test equipment, and spares to the operational condition. The GQM-163A surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation. It is anticipated that the resulting IDIQ contract will be a combination of Firm Fixed Price and Cost Plus Fixed Fee for the repairs and maintenance described above. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
