Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a delivery order to Orbital Sciences Corporation (OSC), for Non-Recurring Engineering and implementation of an update the Orbital Front End Subsystem (OFES) software, to correct deficiencies and provide additional capability. This effort shall incorporate the OFES software upgrade into the GQM-163A baseline and associated technical documentation. The contractor will be responsible for the services and support to ensure that hardware will be available to support future launch operations. The GQM-163A is a shore-launched, supersonic, sea skimming aerial target that emulates the anti-ship cruise missile in support of weapons system test and evaluation. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
