Smith County Emergency Services District No. 2 is soliciting proposals under solicitation 2026-RFP-250 for the grading and construction of concrete slabs, driveways, and parking lots at two new fire stations: Dixie Station 71 and Winona Station 26. The scope of work focuses on creating permanent infrastructure for emergency apparatus access, personnel parking, and visitor parking, as well as providing the concrete foundations necessary for temporary apparatus bays and modular living quarters. While the foundations are included in this RFP, the actual procurement and installation of the modular homes and bays will be handled through separate solicitations. The District will use a weighted scoring system to determine the best value, with 15% of the total score based on the construction timeline and 5% based on references. Proposals must be submitted via the District's electronic procurement portal by December 10, 2026. Contractors are required to maintain Workman's Compensation Insurance and must provide Performance and Labor and Materials Payment Bonds for 100% of the proposal amount if the total exceeds $25,000.00. All work must adhere to strict quality-control and quality-assurance standards, with specific requirements for material packaging, weatherproofing, and ADA-compliant parking markings. Administrative requirements include the use of AIA Documents G702 and G703 for invoicing, with final payments requiring additional affidavits and surety consents. Vendors must provide several certifications via a Vendor Questionnaire, including E-Verify compliance, non-boycott of Israel and energy companies, and verification that no former District executives have an interest in the contract. Performance schedules must be detailed, with a maximum activity duration of 20 days and a minimum of 15 days allocated for startup and testing.

Full Description

Smith County Emergency Services District No. 2 provides fire protection and emergency response services throughout a substantial portion of Smith County, Texas. To accommodate growing service demands and enhance emergency response capabilities, the District is developing two new fire stations: Dixie Station 71, located at 13830 Spur 364 Winona Station 26 , located at the intersection of Highway 155 North and Fannin Parkway. This Request for Proposals (RFP) invites qualified contractors to submit proposals for either station individually or for both stations. Proposers may identify a separate discount amount applicable if the District elects to award both projects to the same contractor. The District reserves the right to award the projects individually or collectively to one or more contractors, as determined to be in the District's best interest. The scope of work includes the construction of concrete driveways, parking areas, and concrete pads to support temporary apparatus bays and modular living quarters at the station sites. The driveways and parking areas will provide permanent infrastructure for emergency apparatus access, personnel parking, and visitor parking. The concrete pads will provide the foundations necessary for the installation of temporary apparatus bays and modular homes. The procurement and installation of the temporary apparatus bays and modular homes will be addressed through separate solicitations and are not included in the scope of this RFP. Completion of this infrastructure is a critical step in preparing both stations for initial operations. These improvements will support the deployment of emergency response personnel and apparatus, enabling the District to expand service coverage and provide timely, reliable emergency services to the surrounding communities.
