Granite Lakes Estates

The City of Rocklin is implementing the Monument Springs Drive Roadway Improvements Project, which involves closing an approximate 1,000 foot roadway gap from the existing terminus at Greenbrae Road to Hidden Glen Drive. A central component of this project is the construction of a full-span bridge over Secret Ravine, designed to align with the existing grade of Monument Springs Drive and maintain three feet of freeboard above the post-development 100-year floodplain. This effort is a modification of the conditions of approval for the Granite Lakes Estates project, which originally encompassed 119 single family lots across four phases. The project area of direct impact is approximately 5.04 acres within a broader 80 acre site located in the southeast area of Rocklin, California. The project is governed by the California Environmental Quality Act, with a Notice of Determination issued in July 2025 following a second addendum to the Final Environmental Impact Report. This environmental review included comprehensive technical reports on biological resources, arborist assessments, and hydraulic studies to ensure the bridge design and roadway extension meet safety and environmental standards. Compliance requirements include the implementation of siltation and erosion control programs approved by the City Engineer and annual water quality testing at detention basins and ponds conducted by qualified professionals. Oversight is provided by the City of Rocklin Public Works department to ensure all construction activities adhere to the adopted mitigation measures and monitoring plans.
