Grant Administration and Construction Oversight Services

Beaufort County is soliciting competitive proposals for a professional services contract to provide grant administration and construction oversight for the Community Development Block Grant – Neighborhood Revitalization (CDBG-NR) program, Grant No. 24-C-4217. The project focuses on reconstructing owner-occupied housing units for low- and moderate-income households within the county. The selected firm will be responsible for managing the full grant period, which includes performing environmental reviews, determining eligibility, providing construction procurement support, and preparing work write-ups and cost estimates. Key performance milestones include meeting release of funding approval conditions by December 28, 2026, and completing all activities by March 28. The contract will be awarded based on the most advantageous terms, with evaluation heavily weighted toward experience with comparable federal housing projects, staff qualifications, and the firm's capacity to meet strict deadlines. The contractor must adhere to strict federal and state regulations, including 2 CFR Part 200, Build America Buy America (BABA) preferences for FY24 funds, and Section 3 requirements. Proposals must be submitted in sealed envelopes by November 24, 2026, and must include a detailed staffing plan and a cost proposal featuring not-to-exceed fees for both program administration and activity delivery.
