The City of Santa Rosa is seeking an easement from Sonoma Water to enable the reconstruction of Pierson Street between West Third Street and Santa Rosa Creek, which includes replacing the existing 6-inch water main with an 8-inch main, adding new valves, meter boxes, services, and two fire hydrants, as well as replacing the existing 6-inch sewer main along with all associated laterals, manholes, and cleanouts. The project also involves installing new storm drainage inlets along the street and constructing a storm drain outfall that discharges into Santa Rosa Creek, a feature situated on Sonoma Water property, necessitating formal easement rights for construction, operation, and long-term maintenance of this critical infrastructure. The City has determined the project qualifies for exemption from the California Environmental Quality Act under sections 15301(c) and 15302(c) for existing facilities and replacement or reconstruction, as well as statutory exemption 15282(k), and obtained formal project approval on March 2, 2026, with a Notice of Exemption duly prepared. The easement grant is tied to the property with APN 125-051-068 and is being managed by Sonoma County Water Agency, with primary point of contact Connie Barton, Senior Environmental Specialist, available for further coordination.
