The project involves the granting of an easement to the City of Santa Rosa (City) to allow for the reconstruction of Pierson Street from West Third Street to Santa Rosa Creek. The City of Santa Rosa is proposing the Pierson Street Rehabilitation Project, which includes reconstruction of Pierson Street between West Third Street and Santa Rosa Creek. As part of this work, the City will replace the existing 6 inch water main with a new 8 inch water main, including associated valves, meter boxes, services, and installation of two new fire hydrants. Within the same project limits, the existing 6 inch sewer main will be replaced, along with associated laterals, manholes, and cleanouts.
The project also includes installation of new storm drainage inlets along Pierson Street and construction of a new storm drain outfall to convey stormwater to Santa Rosa Creek. This storm drain outfall is located on Sonoma Water property. To accommodate this improvement, the City is requesting an easement from Sonoma Water for construction, operation, and ongoing maintenance of the new storm drain infrastructure.
The City has determined that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) Existing Facilities and Section 15302(c) Replacement or Reconstruction and Statutory Exemption 15282(k) Other Statutory Exemptions. A Notice of Exemption was prepared, and the project was approved on March 2, 2026.
