Grants and Contributions (G&C) Project

Transport Canada is seeking to enhance its grant and contribution administration system by reviewing existing service designs and developing blueprints for future-state solutions that improve financial management, claim processing, incentive programs, data analytics, and business reporting. The project focuses on creating reusable, scalable components across programs to eliminate duplication, ensure consistency, and support long-term initiatives. The work will be executed using Microsoft technologies including the Power Platform, .NET, and C#, with deliverables encompassing integrated applications, deployable solution packages, technical and economic feasibility assessments, knowledge-transfer materials, and regular reporting on milestones, resource hours, and outstanding issues. The contract requires the contractor to operate within the National Capital Region and maintain a SECRET-level facility security clearance, with all personnel handling sensitive information holding SECRET-level personnel security screenings. A Non-Disclosure Agreement and adherence to safeguarding electronic media standards are mandatory, and contractors must comply with the Federal Contractors Program for Employment Equity. The contract is structured as a two-year term with pricing based on fixed, all-inclusive per diem rates for specific resource categories including Application/Software Architect, Programmer Analyst, Tester, and Business System Analyst, each allocated 220 days per year. Payment is made only for actual time worked, supported by detailed timesheets submitted electronically, and invoices must align with the Basis of Payment provisions and include Task Authorization numbers. The evaluation process prioritizes technical merit at 70% and price at 30%, with bids required to meet pass/fail gates including compliance, mandatory criteria, a minimum technical score of 45 out of 60, and pricing within a -20% to +30% median band. Proposals must be submitted in three electronic sections—technical, financial, and attestations—with strict formatting rules, including 8.5 x 11-inch pages and adherence to evaluation criterion order. Contractors must also provide evidence of legal status, business identifier numbers, certifications of education and experience, and maintain insurance coverage. Delivery schedules, formats, and acceptance criteria must be mutually agreed upon in writing between the contractor and the Technical Authority, with five working days permitted to correct non-compliant deliverables. The contract enforces stringent accountability through time verification, detailed accounting records, and potential recovery of overpayments.
