Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners capable of providing enterprise-scale Information Technology Operational Support Services (OSS) for the Marine Corps Cyberspace Environment (MCCE). Operating under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model, the primary objective is the provision of skilled, professional IT touch-labor services performed by personnel with DoD Cyber Workforce Framework (DCWF) certifications. While the focus remains on professional services, the government is exploring the integration of commercial AI and automation technologies as embedded components to augment the workforce, optimize workflows, and reduce manual labor costs over time. Interested respondents must submit their capabilities by November 3, 2026, at 1:00 P.M. EST. Submissions must include a Capabilities Narrative limited to five pages in PDF format, a Vendor Comment Matrix in native Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The government has clarified that this is a services acquisition; therefore, any costs for contractor-provided proprietary tooling must be included within fully burdened labor rates, as the government will not fund new third-party software licenses. Additionally, the government is seeking industry feedback on service-based ordering models that prioritize hours of service or specific outcomes over individual labor categories.
