Fisheries and Oceans Canada is seeking a contractor to implement a European green crab removal program in the Basin Head Marine Protected Area in Prince Edward Island. The primary aim is to reduce the invasive green crab population, which threatens the ecological balance, particularly impacting blue mussels crucial for Irish moss stability. The contractor will conduct a structured 60-day trapping regime annually using 47 traps across 41 specified sites accessible by road, foot, canoe, or Jon boat, from May to October. Data collection includes counting, sizing, and sexing green crabs as well as recording by-catch, with all data maintained electronically and reported monthly. At the end of the contract term, the contractor must provide a comprehensive final report to support ongoing monitoring and management. The contract runs from April 1, 2026, to March 31, 2027, with no security requirements and is subject to multiple international trade agreements. Bidders must demonstrate relevant field experience in crustacean trapping, have a capable staffing plan, ensure vessel compliance, and provide appropriate certifications for operators of small pleasure craft. Proposals will be assessed based on a combined evaluation of technical merit and price, with strict adherence to mandatory criteria.
