Green Pleasure Pier Deck Replacement Project

The City of Avalon is seeking bids for the Green Pleasure Pier Deck Replacement Project, which involves the removal and replacement of approximately 14,700 to 15,000 square feet of pressure-treated 4 by 10 timber planks. To maintain commercial, recreational, and public safety operations, the work must be performed in phases. The scope includes the potential replacement of stringers and pile caps if structural deficiencies are identified by the City Engineer. Due to the pier's structural limits, no heavy equipment larger than a telehandler is permitted on-site without an approved weight redistribution plan. All wood decking must meet AWPA Standard U1 and be treated with an arsenic-free, California-approved preservative. Bids are due by September 9, 2026, at 1:00 p.m. at the Office of Public Works. The contract will be awarded to the lowest responsive and responsible bidder based on the total bid price. Bidders must be registered with the Department of Industrial Relations and comply with Los Angeles County prevailing wage rates. Required bid security is 10 percent of the total bid price, and the successful contractor must provide performance and labor and material payment bonds each equal to 100 percent of the contract price. The project is expected to begin around October 15, and all work must comply with the 2025 California Building Code, ADA regulations, and the Historic Building Code.
