The National Capital Commission is seeking proposals for Greenbelt Maintenance Management Services under solicitation NCC-CS-040706-NRFP, with responses due by August 11, 2026. The contract aims to deliver comprehensive maintenance services across the Greenbelt region of the National Capital Region, encompassing landscape management, forestry and arboricultural services, civil infrastructure upkeep, snow and ice control, and waste management. Services are critical to maintaining public health and safety, preserving natural and urban assets, and ensuring enjoyable public access to nationally significant sites. The contract term is five years, commencing April 1, 2027, with an option for two additional one-year extensions. Only Canadian suppliers or those from applicable trading partners are eligible, and proposers must demonstrate financial viability, compliance with ethical standards including the prohibition of forced labor, and adherence to NCC security policies. Key personnel must be fully available for the contract term, with substitutions requiring NCC approval, and organizational charts and detailed responsibilities for both summer and winter operations must be submitted. Proposals will be evaluated based on a best-value trade-off model, combining a technical score out of 120 points—80 for the Operations Plan and 40 for Company Experience—and a price score out of 180 points. Proposals must meet minimum thresholds of 70% in both technical categories to be considered, and failure to provide mandatory documents like the Certificate of Insurance, Health and Safety Plan, Company Profile (limited to three pages), and completed Pricing Form will result in rejection. Submissions must be structured across three separate emails under 30 MB each, in PDF format, using specified fonts and page sizes, with no external links allowed. Evaluation criteria emphasize detailed work schedules, forensic and arboricultural planning, and proven experience in at least two past contracts valued at $250,000 annually in relevant service areas. The contract does not guarantee minimum volumes, operating as a Standing Offer Agreement where task orders will be issued as needed. Compliance with provincial occupational health and safety legislation, NCC Corporate Security policies, and insurance requirements detailed in Schedule 1 is mandatory throughout the contract lifecycle.
