Mandatory site visit: Greycourt IRA: 55 Greycourt Road, Chester, NY 10918 Mandatory site visit will be held either Thursday, September 24th, 2026, 10:00 am or Friday, September 25th, 2026, 1:00 pm at the above address. Please confirm your attendance prior to the site visit by contacting Kevin Miller, MSIII (845) 416-5959 or via email at Kevin.x.miller@opwdd.ny.gov. Attendance will be recorded. Please be sure to sign the sign-in sheet (provided by the Maintenance staff conducting the site visit). The sign in sheet is a separate entity from the resident visitor’s log. When signing in, be sure to check the project name listed on the sign-in sheet to ensure you are recording your attendance correctly. Failure to do so will cause out to be ineligible to submit a quote. There are no exceptions. Please write clearly for corresponding purposes and make sure you include an email address and phone number where you can be reached. Late arrivers at the site will not be allowed to sign in, participate, nor submit a quote for this project. If you are unable to attend either day, you will not be able to schedule a site visit for a different time. Method of Award: This is an RFQ (request for quotes). This is not an IFB (bid). The Hudson Valley DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest the lowest combined price for the roof replacement, as per the scope of work plus the additional requested pricing of A or B or C + D + E + F (see below) for the total project price: A – Provide and install 4’ x 8’ x ½” CDX Plywood (1) B – Provide and install 4’ x 8’ x 5/8” CDX Plywood (1) C – Provide and Install 4’ x 8’ x ¾” CDX Plywood (1) D – Provide and Install 20’ of 1” x 8” Fascia Board E – Provide and Install 20’ of Aluminum Fascia Wrap F – Provide and Install 20’ of New Vinyl Triple 4” Solid Soffit G – Provide and Install 20’ of New Vinyl Triple 4” Vented Soffit Additional Items: The pricing of additional requested items A-G is only required to arrive at a bid amount. The items shall only be replaced as required and approved by the Facility Project Manager. The bidder should not presume that any of the additional items are required for the satisfactory completion of this roof replacement. Upon request, vendor must demonstrate 2 years of relevant experience on prior projects of similar magnitude and its subject to vendor responsibility determination. Hudson Valley DDSO reserves the right to reject any and all quotes. In deciding whether to submit a quote, please be aware the awarded vendor must adhere to the time frames outlined in the scope of work. The awarded vendor will also be required to submit certificates of Liability Insurance and Worker’s Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A. Please be prepared to submit these in a timely fashion. The Hudson Valley DDSO will make no concessions to the vendor for any alleged misunderstanding or deception because of quantity, quality, character, or other condition. The Hudson Valley DDSO’s interpretation of specifications shall be final and binding. Please note, all staff working at the project site will be required to sign an attendance sheet for record purposes. This includes the residence visitor log and/or an attendance sheet provided by the Maintenance Department. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest. Prevailing Wages: Schedule PRC #: 2026026486 NYS Labor law requires that all contracted employees performing maintenance, repairs or capital improvements in state owned buildings receive the prevailing wage and supplements rate for the occupation in which they are working. If this is a public work contract covered by Article 8 of the Labor Law or a building service contract covered by Article 9 thereof, neither Contractor's employees nor the employees of its subcontractors may be required or permitted to work more than the number of hours or days stated in said statutes, except as otherwise provided in the Labor Law and as set forth in prevailing wage and supplement schedules issued by the State Labor Department. Furthermore, contractors must pay at least the prevailing wage rate or provide the prevailing supplements, including the premium rates for overtime pay, as determined by the State Labor Department in accordance with the Labor Law. NYS law requires the vendor to keep detailed records for each person employed including name, address, telephone number, social security number, occupational classification in which worked, hourly wage rate paid, supplements provided, number of hours worked, and actual wages paid. Certified payroll record/s MUST be submitted at the time of invoicing. Effective April 28, 2008, if this is a public work contract covered by Article 8 of the Labor Law, the contractor understands and agrees that the filing of payrolls in a manner consistent with Subdivision 3-a of Section 220 of the Labor Law shall be a condition precedent to payment by the State of any State approved sums due and owing for work done upon the project. Without submittal of certified payroll record/s, payment will not be made.
