The U.S. Air Force is seeking offers via a combined synopsis/solicitation for a single-award IDIQ contract under solicitation number FA465426R0006 to perform pavement, concrete, and related construction and sustainment work at Grissom Air Reserve Base in Indiana. This procurement is set aside exclusively for small business concerns under NAICS code 237310, with offers due by 10:00 AM local time on June 30, 2026. The Government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) method, awarding the contract to the responsible offeror whose proposal meets all technical requirements at the lowest price. The contract will cover a range of repair and construction activities including crack and spall repairs, full-depth pavement patches, sidewalk replacement, curb installation, and other related infrastructure improvements across flight line, industrial, and support facilities, all to be executed in strict accordance with Grissom ARB’s base standards, Unified Facility Criteria, and environmental regulations including the Lead-Based Paint Management Plan and Ozone Depleting Substances restrictions. Work must comply with the Davis-Bacon Act, ADA standards, and specific environmental requirements such as backflow device installation and annual inspections. The contract establishes a firm fixed price structure with initial ordering periods beginning July 1, 2026, and extending through June 30, 2027, with option periods available to extend performance through January 1, 2032, subject to a maximum six-month extension. Performance is to occur entirely at Grissom ARB, with F.O.B. destination terms, and all deliveries must adhere to MIL-STD-129 marking standards and hazard communication regulations. Contractors must be bonded at 100% of the contract value via Standard Form 25 and 25A, submit a completed Financial Institution Reference Sheet and Bonding Capacity Statement, and maintain active SAM registration. Access to the installation requires contractor personnel to obtain DBIDS credentials and wear proper identification at all times.
