The Volpe National Transportation Systems Center intends to establish a sole source Indefinite Delivery/Indefinite Quantity contract with The Raytheon Company to provide software development and testing services for Ground-Based Sense and Avoid support. The primary objective is to enhance the proprietary Standard Terminal Automation Replacement Systems to enable Remotely Piloted Aircraft to operate in compliance with federal aviation regulations. Because the STARS platform is proprietary to Raytheon, the government has identified them as the only responsible source capable of meeting the demonstration requirements. The scope of work includes proof-of-concept demonstration planning, software development, equipment setup, execution of demonstrations, and post-demonstration analysis. Task orders under this agreement will be awarded on either a Cost-Plus-Fixed-Fee or Firm-Fixed-Price basis over an estimated four-year period of performance. This procurement falls under NAICS code 541330 and is designed to address technically complex requirements that cannot be fully identified during the initial solicitation phase.
