Ground Penetrating Radar

The Department of Defense, through FA5682 31 Cons (Unit 6102), is seeking market information for a Ground Penetrating Radar (GPR) system capable of operating in Wi-Fi-restricted environments with ruggedized connectivity via Ethernet cable. The system must include a built-in GPS pole adapter and seamlessly integrate with external Bluetooth-enabled GPS for real-time geolocation, while supporting Map Mode to trace the operator’s path and generate a bird’s-eye view of survey areas. It must simultaneously overlay APWA color-coded utility marks onto both 2D data and geo-referenced maps and be able to collect and visualize 3D subsurface scans. The GPR and accompanying tablet must be rated IP65 for dust and water resistance and operate reliably in extreme temperatures ranging from -20°C to 40°C, with shock and vibration resistance compliant with MIL-STD-810H. The tablet must be sunlight-readable, have a minimum 9.5-hour battery life, sufficient processing power and storage, and support multiple languages including English, French, Spanish, Portuguese, and Chinese. All equipment must be deliverable to FBO Aviano Air Base in Aviano, Italy. Responses to this Sources Sought notice must be submitted via email by May 29, 2026, at 4:00 PM Central European Time and are limited to ten pages excluding marketing materials, technical data sheets, and resumes. Required submissions include a capability statement outlining services and qualifications, a description of past performance with at least three similar projects completed within the last five years, CAGE code, written confirmation of SAM.gov registration, a detailed pricing list, an organizational chart identifying key personnel, and resumes of proposed team members. Respondents must directly address three technical questions regarding Bluetooth GPS pairing, Map Mode functionality, and 3D scanning methodology. This is not a formal solicitation, and the government has no obligation to award a contract or reimburse any proposal preparation costs. No discussions or debriefings will be held, and responses will not be returned. The acquisition is designated with no set-aside, and no socioeconomic certifications or size status declarations are required.
