Grounds and Turf Maintenance Services

This is a combine synopsus and solicitation. The prospective contractor shall provide grounds and turf maintenance services to include specified snow, ice and trash removal services for the National Mall and Memorial Parks (NAMA), Washington, DC 20024-2000. These grounds include East Potomac Park, the National Capital Region and NAMA headquarters areas, and the Reservations north of Constitution Avenenu, NW also termed District of Columbia Uptown Parks. The North American Industry Classification System ((NAICS) code for this procurement is 561730 with a small business size standard of $7.0 million. This procurement is being solicited as a total small business set-aside per the September 27, 2010 Small Business Jobs Act repeal of the Small Business Competitiveness Demonstration Program under FAR Subpart 19.1005 and in accordance with the Department of the Interior Acquisition Policy Release (DIAPR) 2011-02. The Government retains the right to award both areas as a single contract to one selected offeror or as two separate such contracts The resultant contract(s) will be firm-fixed price with economic price adjustment with a potential four option years. Responsible offers will be evaluated based on a determination of "Best Value" most advantageous to the Government using the evaluation criteria estabalished under section H.2 Instructions to Offerors, the Statement of Work, Drawings, and Bid Schedule under the lowest price technically acceptable method as specified in the Federal Acquisition Regulation 15.101-2. Electronically mailed or facsimile transmitted offers in response to this solicitation will NOT be accepted. Contractors shall register on the wesite in order to retrieve copies of the solicitation and any possible amendments; copies will not be issued by the issuing office. Instructions are contained on the website for downloading solicitation and attachments. It is the responsibility of interested contractors to acknowledge ALL amendments to the solicitation.
