Grounds Maintenance and Snow Removal (OCTC)

The Kentucky Community & Technical College System is seeking qualified suppliers through Invitation to Bid KCT-01414 to provide grounds maintenance and snow removal services at Owensboro Community and Technical College’s three campuses: Main Campus, Southeast Campus, and Downtown Campus. The contract covers weekly grounds maintenance including mowing, trimming, debris removal, and clippings blowing, with a minimum of thirty visits per year per location, excluding chemical applications. Snow removal services encompass plowing and shoveling snow and ice from driveways, parking areas, and sidewalks, with detailed fee schedules based on snowfall depth and the use of de-icing chemicals such as KCL Concrete Safe and rock salt. Performance is strictly limited to designated areas, with the Main Campus responsibility confined to the New Hartford Road front ditch and median, while the other two campuses require full coverage. The contract has an initial one-year term with four optional one-year renewal periods, subject to mutual agreement via formal amendment, and includes a 90-day probationary period post-award during which the supplier must fully comply with all terms or risk cancellation. Award will be determined through a Best Value evaluation using a 100-point scoring system entirely weighted to price, where the lowest bid receives the maximum score, and Kentucky resident suppliers receive a reciprocal preference advantage.
