GROUNDS SHOP SALT SHED REPLACEMENT

The U.S. Coast Guard Academy, under the Department of Homeland Security, is seeking proposals to demolish an existing Salt Shed located behind Johnson Hall at 15 Mohegan Avenue, New London, Connecticut, and replace it with a new metal Quonset-type structure. The contractor is responsible for providing all equipment, labor, materials, supervision, and transportation necessary to complete the project, including the full removal and legal disposal of demolition waste, daily cleanup of the work area, and the installation of a steel building manufactured in the United States by American workers to ensure quality. The scope requires strict adherence to industry standards outlined in Division 01 through Division 13 of the specifications, with particular emphasis on Division 13.34.19 for Metal Building Systems and Division 04.28.13 for Concrete Form Masonry Units. The existing structure’s metal guard rails must remain intact during demolition. All proposals must include shop drawings detailing assembly dimensions, structural member locations, connections, loads, panel layouts, anchorage methods, and installation procedures, as well as color and texture samples for metal coatings. Contractors must submit valid State of Connecticut contractor licenses and provide details of a manufacturer whose product aligns closely with the government’s conceptual design. A site visit is strongly encouraged, and contractors are responsible for verifying all dimensions and square footage prior to submission. Contractor personnel must possess a Real ID to access the secured government facility and are required to comply with OSHA and EPA safety standards at all times, including the use of properly fitted personal protective equipment. Work must be conducted Monday through Friday between 0730 and 1600 local time, excluding Federal holidays, and must be scheduled to avoid interference with government operations. The Project Manager, CWO3 Anthony Graziano, appointed by the Contracting Officer, will review all submittals for compliance with the best value to the government, but is prohibited from making contractual changes; only the Contracting Officer holds authority to modify terms. All proposals must be submitted via email and/or hard copy to the Project Manager or Contracting Officer’s Representative no later than June 5, 2026. The Contractor is liable for any damage caused to government property and must repair it at no cost to the government. The new structure must be installed by a manufacturer-approved specialist with documented experience and proven in-service performance, and all installation tolerances must follow the manufacturer’s specifications.
