The New York State Office of General Services is seeking to establish a comprehensive set of centralized piggyback contracts for various types of heavy equipment, focusing initially on medium duty and compact construction equipment, forklifts, and airport runway equipment. These contracts will be awarded under a single contract number, 23345, and will facilitate faster, more efficient purchasing processes for authorized users, including emergency acquisitions, while also securing more competitive pricing. The current solicitation, identified as Phase 3, targets vendors holding existing Sourcewell Master Contracts for relevant equipment and accessories, with eligibility contingent upon meeting specific qualification criteria. Successful bidders will replace existing OGS contracts under Award 22792 for heavy equipment, with the possibility of future phases expanding to other heavy equipment categories through periodic recruitments. Vendors interested in participating must submit their bids by June 4, 2025, and are encouraged to thoroughly review all solicitation materials and updates via the NYS Contract Reporter. The contract will remain in effect until the expiration or termination of the associated Sourcewell contracts, contingent upon OSC approval. The procurement process emphasizes transparency and competitiveness, with no set-aside percentages for minority or women-owned business enterprises, and is open statewide across all New York counties. The primary contact for inquiries is Jeffrey Grzywaczewski, and additional details can be accessed through the NYS procurement portal.

The New York State (“NYS”) Office of General Services (“OGS”), Procurement Services seeks to establish a set of new Centralized Contracts for various types of Heavy Equipment by piggybacking various cooperative contracts, and housing these piggyback contracts, and subsequent additional or replacement Heavy Equipment piggyback contracts, perpetually under a single contract award number 23345.  This will allow Authorized Users to make purchases, including any emergency purchases, faster and more efficiently, and obtain more reasonable pricing.   This Piggyback Contract Opportunity (“Solicitation”) will be in recruitment cycles (“Phases”):  This Phase:  This Phase of this solicitation includes the following type(s) of Heavy Equipment: medium duty and compact construction equipment and related supplies or accessories designed or principally intended for medium duty construction, including but not limited to: backhoes, booms, buckets, bulldozers, compactors, cranes, cold planers, digger derricks, dumpers, excavators, forklifts, haulers, loaders, motor graders, mowers, pallet forks, pavers, reclaimers, scissor lifts, scrapers, skid steers, sweepers, telehandlers, tractors, trailers, utility vehicles, utility work machines, and implements and attachments.  Under this Phase, OGS will piggyback Sourcewell Contract Number 020223 for Medium Duty and Compact Construction Equipment with Related Attachments, Sourcewell Contract Number 053024 for Forklifts, Lift Trucks with Related Products and Services, and Sourcewell Contract Number 111522 for Airport Runway Equipment with Related Supplies and Services (each individually referred to as “Sourcewell Master Contract”). However, a prospective Contractor (“Bidder” or “Vendor”) who holds a current Sourcewell Master Contract and/or an existing Contract under an OGS Centralized Piggyback Contract Award is not automatically eligible for a Contract award. For this Phase, only a prospective Contractor (“Bidder” or “Vendor”) holding a Sourcewell Master Contract, who meets the minimum qualifications listed below in Section 2, Bidder Qualifications, is eligible for a Contract award.  The resultant Piggyback Contracts are intended to replace the OGS Contracts that fall under Award 22792 - Heavy Equipment. If an entity wishes to hold a Contract under Award 23345 they should submit a bid for this Piggyback Contract Opportunity. If a Bidder holds an OGS Contract under Award 22792 - Heavy Equipment for the same type of equipment Bidder is bidding on under this Solicitation, that OGS Contract under Award 22792 will be deemed immediately terminated upon OSC approval of a Piggyback Contract under Award 23345 for the Bidder.  If a Bidder holds more than one Sourcewell Master Contract, OGS at its sole discretion will determine which of Bidder’s Master Contracts will receive an award for a Piggyback Contract (see also Section 2, Bidder Qualifications).   This Solicitation outlines the terms and conditions and all applicable information required for submitting a Bid. Bidders should pay strict attention to the Bid submission date and time to prevent disqualification.  Bidders are strongly encouraged to read the language of this Solicitation thoroughly and to precisely follow the instructions included in the Solicitation and all attachments and appendices. OGS may conduct future periodic recruitments for equipment and related supplies or accessories designed or principally intended for medium duty and compact construction in accordance with Section 5.2, Periodic Recruitments.  Bids received during this Phase shall be reviewed and processed in accordance with Section 5.1, Method of Award.  Future Phases: Future Phases of this Solicitation will involve the subsequent solicitation of various types of Heavy Equipment, which may include previously solicited types of Heavy Equipment and Master Contracts, through Periodic Recruitments in accordance with Section 5.2, Periodic Recruitments. Vendors wishing to review bid solicitations may visit the OGS Bid Calendar at: https://ogs.ny.gov/procurement/bid-opportunities. Additionally, if the vendor does not opt-in to receive notification updates regarding a particular solicitation, they will not receive e-mail notifications regarding updates, including e-mail notifications regarding the posting of the question and answer documents and updates to solicitation documents.
