Full Description

The overall objective of this Task Order (TO) is to obtain all information necessary to analyze current conditions of airspace use that may be affected by the establishment of a low-altitude military operating area (MOA) underlying the existing Randolph-2 MOA. The resulting data package should be sufficient to support the U.S. Air Force (USAF) Environmental Impact Analysis Process (EIAP) to determine the environmental impacts and cumulative impacts from the establishment of the Randolph-2 Low MOA. This includes coordination and management of the acquisition process to obtain processed, unclassified, radar signature data to quantify air traffic through the region of influence of the proposed Randolph-2 Low MOA. This TO includes review and evaluation of the data package to ensure its sufficiency for detailed analysis as required for consistency with EIAP and Federal Aviation Administration (FAA) requirements. In addition to the NEPA analysis, this objective data package should provide all information needed to complete the FAA circularization process for the establishment of airspace. Airspace establishment is a challenging type of NEPA action that requires a specifically trained staff with experience in this task. In order to quantify baseline usage of potential airspace, a contractor must acquire processed, unclassified, radar signature data from the FAA or from an authorized data broker. To ensure the data is usable, the Contractor must be able to request appropriate information from the FAA/data broker, evaluate the provided data, and (if necessary) refine the data request to ensure applicability to the airspace optimization study. This process is an active dialogue between a contractor and the FAA/data broker to properlybound the data request in time and space and then ensure that the relevant outputs are appropriate to inform the needed analyses.

SPECIAL NOTICE: Akeroyd Blood Donor Center - Joint Base San Antonio - VIRTUAL INDUSTRY DAY
Solicitation # PANSWD-26-P-0000031412
The U.S. Army Corps of Engineers Fort Worth District, in support of the Defense Health Agency, is planning the construction of the Akeroyd Blood Donor Center at Joint Base San Antonio, Fort Sam Houston, Texas. This project will be executed as a Progressive Design-Build (PDB) effort under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 2808a, meaning it is not subject to the Federal Acquisition Regulation. The scope involves the creation of a 15,750 gross square foot facility designed to support 60 to 80 daily blood donations, featuring specialized areas for reception, screening, donation, recovery, processing, testing, shipping, and administration. Key technical requirements include the installation of a 750-kW generator for critical systems and a design that maintains separate flows for visitors and staff. The project has a programmed amount of 39.5 million dollars, with a construction cost limitation of approximately 33.97 million dollars and a proposed performance period of 730 calendar days from the notice to proceed. The acquisition strategy utilizes a streamlined, two-step competitive selection process focused on a holistic, most qualified best-value assessment rather than the lowest price. First, interested firms must submit a qualifications-based white paper detailing corporate experience with similar integrated acquisition strategies, key personnel qualifications, and an understanding of the PDB process. Up to three finalists will then be invited to mandatory one-on-one pitch meetings to evaluate their collaborative capabilities, technical expertise, and agility in problem-solving. To be eligible, offerors must maintain active registration in SAM.gov, possess a Unique Entity Identifier, and provide confirmation of their status as a Non-Traditional Defense Contractor. The official solicitation is anticipated for release in December 2026, with a target contract award date in June 2027.
