SPECIAL NOTICE: Akeroyd Blood Donor Center - Joint Base San Antonio - VIRTUAL INDUSTRY DAY

The U.S. Army Corps of Engineers Fort Worth District, in support of the Defense Health Agency, is planning the construction of the Akeroyd Blood Donor Center at Joint Base San Antonio, Fort Sam Houston, Texas. This project will be executed as a Progressive Design-Build (PDB) effort under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 2808a, meaning it is not subject to the Federal Acquisition Regulation. The scope involves the creation of a 15,750 gross square foot facility designed to support 60 to 80 daily blood donations, featuring specialized areas for reception, screening, donation, recovery, processing, testing, shipping, and administration. Key technical requirements include the installation of a 750-kW generator for critical systems and a design that maintains separate flows for visitors and staff. The project has a programmed amount of 39.5 million dollars, with a construction cost limitation of approximately 33.97 million dollars and a proposed performance period of 730 calendar days from the notice to proceed. The acquisition strategy utilizes a streamlined, two-step competitive selection process focused on a holistic, most qualified best-value assessment rather than the lowest price. First, interested firms must submit a qualifications-based white paper detailing corporate experience with similar integrated acquisition strategies, key personnel qualifications, and an understanding of the PDB process. Up to three finalists will then be invited to mandatory one-on-one pitch meetings to evaluate their collaborative capabilities, technical expertise, and agility in problem-solving. To be eligible, offerors must maintain active registration in SAM.gov, possess a Unique Entity Identifier, and provide confirmation of their status as a Non-Traditional Defense Contractor. The official solicitation is anticipated for release in December 2026, with a target contract award date in June 2027.
