This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.101(c), The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information requested. Responses will be treated as information only and not as a proposal.
This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the subject procurement.
The General Services Administration (GSA), Public Buildings Service (PBS), is seeking information on technically capable, and otherwise responsible, general contractors (GC) for the anticipated solicitation for a Multiple Award General Construction Services Indefinite Delivery Indefinite Quantity (IDIQ) Contract for orders under the Simplified Acquisition Threshold (SAT). Firms must be capable of competing for, and completing awarded work on, a high volume of task orders. The anticipated task orders will have a high degree of project size variance through the full dollar range of $2,500 to the Simplified Acquisition Threshold (SAT), currently set at $350,000.00.
Description of Intended Contract
An IDIQ is a type of contract that provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The GSA intends to award multiple contracts for General Construction Services resulting from a future solicitation. The number of awardees will be determined at a later date. After award of the IDIQ all awardees will be provided fair opportunity in accordance with FAR 16.507 for specific requirements where a single task order will be issued based on selection criteria established at the ordering level, unless an exemption exists.
The Multiple Award IDIQ will be for a base period of one year and will include four, one year option periods for a maximum contract length of five years. The first ordering period is expected to begin in February of 2027.
The anticipated Maximum Ordering Limit (MOL) for this contract vehicle is $50 Million meaning the cumulative total for all task orders awarded to all contractors against this Multiple Award IDIQ is not anticipated to exceed $50 Million over the total possible length of the contract, which is five (5) years. The majority of task orders are anticipated to be between $2,500.00 and the Simplified Acquisition Threshold (SAT) as defined by FAR 2.101, which is currently at $350,000.00.
General Description of Services
A GC shall supervise, administer, perform, and contract all construction activities required to complete a project. Construction activities for the anticipated solicitation include but are not limited to:
- Office construction and/or renovations/repairs
- MEP (Mechanical/Electrical/Plumbing) repairs/modifications/replacement
- Fire sprinkler systems repairs/modification/replacement
- Sitework, exterior construction repair and alterations (including facades and roofs)
- Demolition (including abatement of hazardous materials)
- Elevator modernizations and any other construction activities the government may require
The GC may be required to utilize the following delivery methods to deliver projects for the GSA:
- Design/Bid/Build (DBB) Traditional
- Design/Build (D/B)
- Design/Build Bridging
Location of Services
The anticipated geographical location for this requirement is expected to cover the following areas:
- All of Washington, D.C.
- Virginia: Arlington County, Fairfax County, Loudoun County, Independent Cities of Alexandria, Fairfax, and Falls Church.
- Maryland: Montgomery County, Prince George's County.
