The contract encompasses the procurement of 17 units of a Guard, Ammunition Chute, a critical gun part subject to stringent defense and export control regulations. As a Defense Article under the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act, the item requires manufacturer registration with the Directorate of Defense Trade Controls, and failure to provide proof of registration renders offers ineligible. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with compliance mandatory at all stages of production and inspection. The contractor must identify and obtain approval for the actual manufacturer and phosphate coating contractor prior to award, with any subsequent changes requiring formal contract modification. Inspection is conducted at the manufacturer’s facility by the DCMA Quality Assurance Representative, and Product Verification Testing may be invoked for each shipment, requiring five samples per contractor, one of which may be destroyed during testing. Sampling follows MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise specified, and the use of a Certificate of Conformance is prohibited. The item contains components listed on a Qualified Products List or Qualified Manufacturers List, necessitating strict adherence to qualification requirements, and includes specialty metals subject to DFARS 252.225-7008, -7009, and -7010. Ozone-depleting chemicals are prohibited, and all packaging and labeling must comply with ASTM D3951, MIL-STD-129, and DLA-specific requirements under RP001. Cybersecurity compliance is mandated at CMMC Level 2, with contractors required to adhere to DFARS 252.204-7012 for safeguarding covered defense information and submit a NIST SP 800-171 assessment. Export-controlled technical data is restricted to contractors approved under the US/Canada Joint Certification Program who have completed required training. Delivery is FOB origin by October 8, 2026, with payment processed exclusively through Wide Area WorkFlow. The contract enforces configuration change management, prohibits unauthorized deviations, and requires full compliance with hazardous material labeling, whistleblower protections, and anti-trafficking provisions, while also mandating that small business status and socioeconomic representations be accurately certified.
