Solicitation SPE4A7-27-R-X144 is a firm fixed price, indefinite-quantity contract issued by the DLA Weapons Support ASC Supplier Oper AE and AF Div for the procurement of one unit of a Guard, Boom Telescoping Tube (NSN 1560-00-620-7550). The contract establishes a five-year base period with no options, requiring delivery within 294 days after receipt of order. The item is subject to strict technical specifications based on multiple reference drawings and requires the contractor to adhere to higher-level quality standards and specific sampling methods, including a zero non-conformance requirement for acceptance. Inspection and acceptance are both conducted at the origin, with shipping terms set as FOB Destination. The contract imposes significant security and compliance mandates, including CMMC Level 2 certification and the safeguarding of covered defense information. Due to the nature of the technical data, the item is subject to ITAR and EAR export controls, and a Boeing Rights Guard License Agreement is in place, necessitating strict data non-disclosure and destruction protocols. Award will be based on best value, weighing price, past performance, and historical quality and delivery compliance. Administrative requirements include electronic invoicing via Wide Area WorkFlow and adherence to DLA packaging and marking standards per MIL-STD-129 and ASTM D3951. This procurement is not a small business set-aside.
