Guardrail and Handrail Maintenance and Repair

Hillsborough County is soliciting competitive sealed bids for a three-year contract to provide maintenance, installation, removal, replacement, and repair of handrail and guiderail systems throughout the county, with an estimated project value of $1,070,175. The contract, identified as ITB-26-00338, will be executed under Florida state law and administered through Blanket Purchase Agreements or Contract Purchase Agreements. Bids must be submitted electronically via the Euna Procurement system by August 3, 2026, at 2:00 P.M. Eastern Time, and must include full line item offers to be eligible for award. The County will select the lowest responsive and responsible bidder whose proposal meets all specifications, with preference given to bidders certified as maintaining a drug-free workplace in the event of an equal bid. All work must comply with FDOT design standards, Sunshine 811 requirements, and applicable federal and state regulations, including OSHA and ADA compliance. Contractors must provide all labor, materials, and equipment necessary for performance, ensure site cleanup, and install traffic control measures per approved standards. Delivery must occur within five business days of purchase order receipt, with work performed at job sites across Hillsborough County, subject to location modifications by the County. Contractors are required to carry comprehensive insurance coverage, including cyber liability, pollution liability, crime protection, directors and officers liability, liquor liability, physical abuse and molestation insurance, and installation floater coverage, each with minimum limits of $1,000,000 per occurrence or claim. Builders risk insurance must equal 100% of the completed project value when applicable. No bid, performance, or payment bonds are required. All contractors must register and utilize the DHS E-Verify system for all new hires prior to contract award and obtain affidavits from subcontractors confirming compliance with employment eligibility requirements. Payment will be made through direct deposit in CTX format within 45 days after invoice approval, with the Project Manager responsible for invoice verification and approval within 15 days, followed by disbursement within 30 days. The County’s Finance Department, acting through the Clerk of the Circuit Court, will process all payments. Contractors must also submit a Substitute W9 Form and Direct Deposit Authorization Form, and comply with all non-discrimination laws.
