Guardrail Replacement, North Los Angeles County

Los Angeles County Public Works is soliciting sealed bids for a Job Order Contract to remove and replace damaged guardrail sections, guardrail end-treatments, and crash cushions across unincorporated communities in North Los Angeles County under Project ID RMDJOC6799. The contract is structured as a one-year master agreement with work performed through individual Work Orders, totaling up to $1,500,000, with each order requiring a minimum cumulative value of $50,000. Contractors must furnish all labor, equipment, and materials to complete the work in accordance with the Standard Specifications for Public Works Construction, 2024 Edition, and the 2025 Caltrans Standard Specifications, which are referenced and partially revised by Special Provisions. All rail components must meet AASHTO M 180 standards, be Class A Type I or II W-beam guardrail near coastal areas, and welding must comply with AWS D1.1. Galvanized surface colorant manufactured by Natina Products, LLC is mandatory. Quality assurance requirements include compaction testing for backfill, with a $250 deduction per additional test if initial results fail. Mill test reports and cable samples must be submitted for certification. Contractors must comply with prevailing wage laws, the Local and Targeted Worker Hire Policy, and provide payment and performance bonds as well as insurance as specified in the Standard Specifications. A seven percent Local Small Business Enterprise preference is available, up to $150,000, for certified LSBEs, and all bidders must complete extensive certifications regarding debarment history, civil litigation, criminal convictions, labor law compliance, fair chance hiring, human trafficking, and child support obligations.
