The U.S. Embassy in Guatemala City is seeking to award a firm fixed-price purchase order for twenty-three new, unlocked cell phones to be used in support of U.S. government and Guatemala projects, under solicitation number 19GT5026Q0027, with bids due by June 2, 2026. The required devices must be similar to or equal to the Apple iPhone Model 17 Pro, with 512GB storage, in Deep Blue color, and delivered in brand new, unused condition with all necessary documentation including certificates of origin, operator’s manuals in both English and Spanish, and warranty certificates. All devices must be shipped in a single package with no partial deliveries, properly marked with the purchase order number and the designated U.S. Embassy address in Doral, Florida, and accompanied by HAZMAT MSDS documentation. The shipment must comply with ISPM15 standards if wood packaging is used. Award will be made on a lowest price technically acceptable (LPTA) basis, with proposals evaluated on technical approach, compliance with specifications, delivery timing, and price, subject to pass/fail gates for capability and responsibility. Contractors must be registered in SAM.gov and submit complete proposals via email in English, with attachments limited to 10MB in .pdf, .tif, or .gif format. Offerors must provide proof of authorized distributorship, past performance references, IRS Form W-9 or W-14, and confirm their business size, socioeconomic status, and compliance with prohibitions on covered telecommunications equipment per Section 889 of the National Defense Authorization Act. The contract requires adherence to numerous Federal Acquisition Regulation clauses including those on equal opportunity, combating trafficking in persons, whistleblower protections, labor standards, and ethics, with mandatory flow-down of key clauses to subcontractors. Delivery must occur within 60 calendar days of contract award to a designated warehouse in Miami, where the U.S. Government will conduct final inspection within ten business days. The U.S. Embassy acts as importer of record and will provide a 12% VAT exemption form; however, VAT must be priced separately in the quotation. Payment is net 30 days after receipt of a valid electronic invoice, contingent upon successful inspection and acceptance, with penalties for nonconforming items, including return at contractor expense and possible invoice deductions. Offers may be submitted in U.S. dollars or Guatemalan quetzales based on the vendor’s invoicing capability.
