Guatemala - Preventive Maintenance Services for HVAC Water Treatment System

The U.S. Embassy in Guatemala is soliciting quotations for a one-year service contract, with up to four optional one-year extensions, to provide professional preventive maintenance for the HVAC Water Treatment System at the Embassy Compound. The primary objective is to preserve piping and equipment by controlling corrosion, scaling, general deposits, and microbiological fouling. The scope of work encompasses the condensing water system, chilled make-up water system, cooling tower blowdown treatment, and cooling tower make-up water filtration units. The selected contractor must provide all necessary labor, water treatment chemicals, tools, testing kits, and management support, ensuring all work complies with industry standards such as NSF, AWWA, ANSI, OSHA, and NFPA. Award will be granted to the lowest priced, acceptable, and responsible offeror. To be considered, bidders must be registered in the System for Award Management (SAM), provide a completed IRS Form W-14, and submit evidence of past performance with three relevant clients from the last five years. The contractor is responsible for quality control and must obtain approval from the Contracting Officer's Representative for all chemicals and equipment used. Invoices are to be submitted through a designated payment portal with a 30-day NET payment term and must include Value Added Tax. Security requirements specify that work in CAA and PCC areas must be performed by cleared American personnel, while non-CAA areas may utilize un-cleared American or local workers.
