The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration’s Eastern Region Acquisitions Division in Kansas City, plans to award a sole source contract to Rolls-Royce Military Aero Engines, LTD for a technical publication renewal subscription. This contract covers the provision of maintenance and service bulletin data for the Gulfstream IV Tay Engine on CD-ROM, including Aeromanager access, for use by the Aircraft Operations Center at MacDill Air Force Base in Florida. The contract duration includes a base year plus four additional one-year option periods. The decision for sole sourcing is rooted in the fact that Rolls-Royce Military Aero Engines is the original equipment manufacturer and the sole entity capable of providing these essential technical publications, which are necessary to comply with Federal Aviation Regulation Part 91 requirements for up-to-date aircraft maintenance documentation. A Sources Sought notice was posted in December 2015 but generated no responses, underscoring the exclusive nature of the procurement. Contractors seeking to do business with this office must be registered in the System for Award Management (SAM), and possess a Dun and Bradstreet number, which is available at no cost. The contract aligns with NAICS code 336412 and is managed by the Department of Commerce office located in Norfolk, Virginia, although the services will be performed at MacDill AFB in Florida. The contracting officer overseeing this acquisition is Shelley Smith, who can be contacted for additional information.
