The Naval Air Systems Command is issuing a sole source, firm-fixed-price task order to General Dynamics Ordnance and Tactical Systems for the procurement of M61A2 20mm Gun Systems supporting the F/A 18 E/F Program of Record. The acquisition plan includes an initial procurement of up to five systems for fiscal year 2016, with options for up to thirty systems in fiscal year 2017 and up to twenty-six systems in fiscal year 2018. This procurement is conducted under the statutory authority of 10 USC 2304 (C) (1) and FAR 6.302-1, as General Dynamics is the original equipment manufacturer and the only qualified source with the active production line, technical knowledge, and specialized facilities required to meet fleet needs. The justification for the sole source award emphasizes that General Dynamics possesses the necessary machining, forging, molds, tooling, and special test equipment to perform the work. Utilizing another source would result in unacceptable delays, as it is estimated that qualifying a new manufacturer would take approximately four years due to proprietary technical data requirements. The contract is managed by the Department of Defense through the Naval Air Systems Command office in Patuxent River, Maryland, with performance taking place in Williston, Vermont.
