GV Avionics and Display Upgrade

Solicitation 80AFRC26Q0009 is a combined synopsis and solicitation issued by the NASA Armstrong Flight Research Center for the avionics modernization and navigation system upgrades of Gulfstream GV Serial No. 570. The project consists of two primary objectives: the installation of six Honeywell PlaneDeck DU885 LCD primary flight displays with Synthetic Vision and the replacement of existing Laseref IRUs with three new Laseref IV units. This firm-fixed-price acquisition is open to all responsible sources, with a performance period extending from the receipt of the order through July 23, 2027. The work is to be performed at the contractor's facility, which must provide controlled-access and perimeter fencing, with an estimated aircraft downtime not to exceed 20 working days. Award will be determined using a best value continuum trade-off process where non-price factors, specifically technical approach and relevant performance, are significantly more important than price. Technical proposals are evaluated on a pass/fail basis, and offerors must demonstrate a record of performing similar complex avionics services. Strict quality standards are mandated, including adherence to AS9100 and FAA 14 CFR PART 145 certifications, as well as compliance with NASA's Q-1 and Q-3 procurement quality requirements. This includes mandatory source inspections by a NASA Quality Assurance Representative and the provision of Certificates of Conformance for all shipments. Proposals must be submitted in three separate electronic volumes covering technical approach, relevant performance, and pricing.
