The Government plans to issue a Request for Prototype Proposals (RPP) under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA) to develop a new water transportation and storage system to replace the current Army Water Buffalo. This effort will be conducted through the National Advanced Mobility Consortium (NAMC) and aims to award up to four projects. Offerors will be responsible for delivering three prototypes each, including the Bison Lite, with a capacity of 250-300 gallons, which will integrate a government-provided Light Tactical Trailer-Heavy Chassis with vehicles such as the HMMWV and LMTV, targeting future compatibility with the Joint Light Tactical Vehicle (JLTV). Additionally, the Bison prototype, with a capacity of 500-600 gallons, will be designed to work with LMTV and Medium Tactical Vehicle prime movers, again with the JLTV as an objective platform, plus a Bison model based on the JLTV Trailer chassis to integrate directly with the JLTV. Following successful prototype development, the Government anticipates a significant follow-on production contract under 10 U.S.C. 2371b(f), potentially awarding up to 9,644 systems, including 8,958 Bison units and 686 Bison Lite units, without additional competitive procedures. A draft RPP is expected to be released by mid-November, and this announcement serves as an invitation for interested parties to join NAMC in preparation for the solicitation, as no draft RPP documents are currently available. The point of contact for further information is Melissa M. Kopriva, and more details on NAMC membership are available through their official website.
