The Department of Veterans Affairs, Network Contracting Office 7, plans to award a sole-source, firm-fixed-price contract to Hocoma Inc. for basic user training on the Government-owned Lokomat Robotic Gait system. This training will accommodate up to six participants over two days. Funding for the contract will be under $5,000, and the award will be made under the provisions of FAR 13.106-1 and FAR 6.302-1, citing a legal obligation to ensure therapists are properly trained to use this specialized rehabilitation equipment. The VA has determined that competition would cause unacceptable delays and increased costs, justifying the non-competitive award to Hocoma, who is recognized as the sole provider capable of meeting these requirements. The evaluation will be based on the Lowest Price Technically Acceptable criteria. Although this notice invites interested parties to express their capability to meet the training requirements, it is not a solicitation for competitive proposals. Responses will inform the government’s decision on whether to proceed with competition, but the final choice remains at the government's discretion. All interested contractors must be registered in the System for Award Management (SAM) and provide detailed documentation of their experience and capabilities. Responses are to be submitted in writing to the designated Contract Specialist. The VA will not cover any costs incurred in the submission process, and all received responses will be carefully reviewed to determine the best approach for fulfilling the training needs.
