Full Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery orders, using Sustainment Indefinite Delivery/Indefinite Quantity (IDIQ) Contract #N00019-23-D-0015 to Sikorsky Aircraft Corporation, A Lockheed Martin Company, 6900 Main St. Stratford, CT 06615-9129, on an other than full and open competitive basis, for software efforts including operational, maintenance-related, flight-test, and laboratory support. Specific efforts include Fleet Response Activity (FRA), analysis and correction of software deficiencies and enhancements, service life extension analysis, systems development integration lab and Integrated Development Environment (IDE) support. The ordering period for software efforts required to support operation and modification of CH-53 aircraft is anticipated to end on 20 March 2028.
This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1(b), in that Sikorsky is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K helicopter and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
