This effort was previously posted as a Sources Sought/Request for Information (N68335-15-R-0342). The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole source basis to Zephyr International LLC, located in Conway, South Carolina. The anticipated Fixed Price contract is two (2) each Rescue Hoist Test Stands, Part Number ZGS-16000-6, associated installation, training, as well as an Integrated Logistics Support package for life cycle sustainment and configuration management in support of the H-60 Aircraft Program. It is anticipated that the awarded contract will have a Period of Performance of fifteen (15) months from date of contract award. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
