H--Commercial services contract to perform testing of petroleum bulk storage systems

The Directorate of Contracting at Fort Drum, NY intends to make one (1) award to the responsible offeror for a commercial services contract to perform testing of petroleum bulk storage systems on Fort Drum, New York. Contractor employees who are or will be involved in the petroleum bulk storage systems testing shall be trained, qualified, certified and/or licensed before performing any work under this contract. In accordance with the New York State Department of Environmental Conservation (NYSDEC), 6 NYCCR Part 613, the contractor shall provide evidence the technicians who will be performing the petroleum bulk storage systems testing have successfully completed training and have attained certification by the test equipment manufacturer as being quali fied to perform this testing. Each certified individual shall have a current certificate number from the test equipment vendor. The contractor shall also provide evidence that the technician performing cathodic protection systems testing is a NACE (Natio nal Association of Corrosion Engineers) certified cathodic protection tester. The contractor shall provide evidence that the technician performing Non-Destructive testing (NDT) for tank integrity testing has attained the appropriate level of NDT-certifica tion for testing methods used in performance of work under this contract. The contractor shall provide a list of his confined space team members and a copy of their confined space training certifications. This procurement is 100% set aside for small busi ness and will be a Firm Fixed Price requirements contract consisting of the base year with four (4) option years. The applicable North American Industry Classification Code (NAICS) is 541380 with a size standard of $11 million. All offerors must be regis tered in the Central Contractor Registration (CCR). Any correspondence concerning this acquisition shall reference RFQ Number W911S2-07-T-0030. The anticipated issue/posting date of the solicitation will be on or about June 14, 2007.
