H--INTEND TO SOLE SOURCE CHEMISTRY LAB CERTIFICATION

FAR 6.302-1-Only one responsible source and no other supplies will satisfy agency requirements The White Sands Missile Range Mission and Installation Contracting Command is issuing this letter of intent to inform the industry of the intent to award a contract to the Texas Commission on Environmental Quality (TCEQ);Environmental Laboratory Accreditation Program, by the National Environmental Laboratory Accrediting Council Institute (TNI). To maintain our accreditation, the laboratory must undergo yearly Accrediting Body (AB) specific reviews [Quality Systems; Notification and Reporting Requirements; Record Keeping and Retention] and every other year (2-year cycle) on site inspections. Texas Commission on Environmental Quality (TCEQ) conducts an audit of the certified chemical laboratory on WSMR. Failure to maintain accurate and complete records and to demonstrate laboratory proficiency through the analysis proficiency standards will result in the rejection of our accreditation status. Quotes are not being requested and a written solicitation will not be used. This contract will be made under the simplified acquisition procedures and other than full and open competition as authorized by FAR 6.302-1. The anticipated award date is 12 September 2011. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement is at the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement.
