The U.S. Geological Survey intends to award a single-source purchase order to Tescan USA for a 12-month maintenance service agreement covering the Tescan MIRA4 GMS Scanning Electron Microscope located at the Alaska Volcano Observatory in Anchorage, Alaska. This action is justified on the basis that Tescan USA is the sole authorized provider capable of performing service on this specific instrument, satisfying the criteria for non-competitive procurement under FAR Part 12, which governs the acquisition of commercial products and commercial services. The contract period will run from December 1, 2026, through November 30, 2027, and includes comprehensive maintenance services such as one annual preventive maintenance visit with calibration, unlimited emergency on-site repairs at no additional cost, priority technical support with a 24-hour response guarantee, certified software upgrades, provision of one FEG emitter replacement every two years, and coverage of all labor, genuine spare parts, and travel expenses. The procurement is being conducted as a notice of intent and sources sought announcement, serving solely as a market research tool to confirm industry capability and to comply with FAR Subpart 5.203; no formal solicitation will be issued, but responsible parties may submit capability statements to demonstrate their ability to meet the stated requirements, with the government retaining sole discretion to determine whether competition is warranted. Responses must be submitted electronically by June 25, 2026, at 8:00 a.m. Pacific Daylight Time to Anthony_berry@ios.doi.gov, and hardcopy or SAM.gov submissions will not be accepted. The action falls under NAICS code 811210 with a size standard of $34.0 million, and respondents must indicate their small or large business status. No government-furnished property is involved, and no formal evaluation factors, pricing details, or inspection criteria are included at this stage, as this is a pre-solicitation notice and not a binding contract document.
