The Warner Robins Air Logistics Center at Robins AFB, GA, plans to award a sole source contract to Dayton T. Brown, Inc. for engineering services aimed at investigating and resolving failure issues with the MAU-46 Bomb Ejector Rack. These failures have caused delays and extended release times of test stores on F-16 and A-10 USAF aircraft. The contracted work will include in-depth investigation, testing, evaluation, and root cause analysis of these failures to establish a performance baseline of the ejector racks with various store types and to identify factors contributing to their poor operational performance. The contract is expected to be awarded on a Firm Fixed Price basis around April 7, 2008, with performance lasting approximately 15 months. This acquisition is being conducted under statutory authority permitting limited competition, and while Dayton T. Brown, Inc. is the intended sole source, other interested parties may submit statements of capability for consideration. The government retains discretion over whether to open the competition based on received responses. An Ombudsman has been appointed to address concerns from potential offerors confidentially, but will not influence contract evaluation or selection. Key points of contact for this acquisition include Contract Specialist William H. Downs and Garett R. Nelson. The procurement process includes a solicitation expected around February 1, 2008, and it is specifically targeted at providing solutions for the MAU-46 ejector rack delayed release issues impacting testing protocols.
