The USDA APHIS is seeking independent third party laboratories to provide microbiological and fat testing services for boneless and ground beef products distributed through National School Lunch and other Federal Food and Nutrition Programs. Eligible laboratories must be ISO/IEC 17025 accredited and use AOAC approved methodologies to analyze samples for standard plate counts, total coliforms, generic E. coli, Salmonella, E. coli O157:H7, and fat content. A critical requirement is the ability to provide results simultaneously to both the USDA and the beef suppliers using statistical process control charts and histograms to track process capability. Interested vendors must submit a detailed technical proposal covering their analytical methods, data management tools, and past performance. To be considered viable competitors for the upcoming solicitation, applicants must undergo a multi step review process that includes a technical application evaluation and a mandatory onsite capability assessment funded by the laboratory. To avoid conflicts of interest, laboratories cannot be owned by companies involved in meat procurement contracts with the USDA. Once eligible, laboratories are subject to semi annual audits to maintain their status.

In accordance with FAR Clause 15-202'Advisory Multi-Step Process, APHIS is utilizing this presolicitation notice to invite potential offerors to submit technical and past performance information that will allow the Government to pre-determine vendor capabilities and ultimately advise the offerors about their potential to be viable competitors in the upcoming solicitation. After review of the technical application information and any necessary follow-up communications and/or required site visits, each respondent will ultimately be advised in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. Copies of the technical applications must be submitted (electronic submissions are allowed) to the Contracting Officers Representative (Duane Williams) with a courtesy copy submitted to the Contracting Officer listed below: Duane Williams, Chief Commodity Procurement Branch USDA, AMS, Livestock and Seed Program Stop 0253, Room 2610, S-Bldg, 1400 Independence Ave., SW Washington, DC 20250-0253 Electronic mail address: contact@example.gov Contracting Officer Address: USDA APHIS, Marketing and Regulatory Programs Minneapolis Business Site Attn: Larry Nelson Butler Square West 5th Floor 100 North 6th Street Minneapolis, MN 55403 Electronic mail address: contact@example.gov STATEMENT OF WORK: The Agricultural Marketing Service (AMS) of the Department of Agriculture procures a variety of meat and fish products that are distributed to participants in the National School Lunch Program and other Federal Food and Nutrition Programs. Boneless beef and boneless beef destined for ground beef suppliers under contract with AMS, must meet presence-only and quantification level microbiological requirements. In addition, the finished beef products must meet specified fat content requirements (target, upper and lower specification levels). The boneless beef and ground beef suppliers are required to meet statistical process control (SPC), centered process capability (Cpk/Cpu), requirements for the specified microbiological quantification levels and fat content. The need for timely and accurate laboratory sample results and analysis of the results is critical to AMS and to AMS suppliers. I. OBJECTIVE The purpose of this statement of work is to provide the requirements for laboratories wishing to enter into a service contract with AMS to conduct required microbiological and fat tests. All results and other information will be supplied simultaneously to AMS and AMS contracted boneless beef suppliers or suppliers of boneless beef destined for AMS contracted ground beef. Laboratories shall be a third party independent laboratory and not owned by companies that are or may be involved in meat procurement contracts with AMS. Laboratories will need to submit a detailed technical proposal addressing all of the AMS requirements listed below for review. After submission of a satisfactory technical proposal, the laboratory must successfully complete an onsite capability assessment by AMS to be eligible to receive an award under the service contract. II. APPLICABLE DOCUMENTS A. Official Methods of Analysis of AOAC INTERNATIONAL, Current Edition B. AMS Boneless Beef and Ground Beef Product Specifications (TRS-BB, May 2004; and TRS-GB 2004, May 2004) C.
