H--Non-Destructive Testing of Cranes and Components

The Philadelphia District intends to award on a sole source purchase order with Craneworks, Inc. to provide non-destructive testing inspections to various overhead crane systems throughout NSWC buildings at the Bethesda site. These certification inspections cover the lifting hooks, load blocks and pins which are necessary to allow the cranes to remain in-service for research testing in support of Navy fleet operations. Obtaining competition for this urgent need is not practical since special requirements are mandated by Navy Publication P-307 requiring specific Navy approved personnel training and testing qualifications to perform any work on Navy cranes. Contract period is from the Notice to Proceed for one year. This notice is NOT a request for quotes. No contract will be made on the basis of this notice. However, all information received within three (3) calendar days after date of publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. Bonding is not required. All contractors are required to be registered in the DOD's Central Contract Register before award as required by DFARS 204.1103.
