The government plans to engage FDH Engineering as the sole source contractor for an in-situ evaluation of structural members, specifically the tension in trunnion rods at Markland Dam in Kentucky and JT Myers Dam in Indiana. This decision is grounded in FDH’s unique expertise and proprietary, patented non-destructive testing method (US Patent 8096195) for measuring tension in these components. The evaluation is critical and must be completed by August 2014 to adhere to the overall project timeline. Although the source is limited to FDH Engineering, other responsible parties are invited to submit their capability statements by 10:00 AM Eastern Time on March 13, 2014, for consideration, emphasizing that this notice is for informational purposes only and not a formal request for proposals. This contract falls under the NAICS code 541330 and is managed by the Department of Defense's W072 Endist Louisville office in Kentucky. The work involves specialized non-destructive testing related to the structural integrity of tainter gate piers at the specified dam locations. The emphasis on sole source procurement is supported by legal provisions (10 U.S.C. 2304 (c)(1) and FAR 13.106-1 (b)(1)(i)), ensuring that FDH Engineering’s patented technology and experience make them uniquely qualified to fulfill this critical evaluation requirement.
